“In the 1970s, Jimmy Carter addressed the nation wearing a cardigan and told people to turn down their thermostats, and he put solar panels on the White House. Reagan became president and took the panels down. The public’s main reaction to Carter was to make fun of his fashion sense. We had an opportunity to get on this problem early, and we lacked the political will to do it.”
