The Homeland Security Digital Library (HSDL) is the nation's premier collection of documents related to homeland security policy, strategy, and organizational management. The HSDL is sponsored by the U.S. Department of Homeland Security's National Preparedness Directorate, FEMA and the Naval Postgraduate School Center for Homeland Defense and Security.

Our Mission

Our mission is to strengthen national security of the United States by supporting federal, state, local, and tribal analysis, debate, and decision-making needs and to assist academics of all disciplines in homeland defense and security related research.

The HSDL Collection

The Homeland Security Digital Library is composed of homeland security related documents collected from a wide variety of sources. These include federal, state, tribal, and local government agencies, professional organizations, think tanks, academic institutions, and international governing bodies. Resources are carefully selected and evaluated by a team of librarians and subject-matter specialists.

Special Features

The HSDL has additional features to meet your homeland security research needs:

  • General Collection: contains over 57,000 items offering users a range of materials in contemporary and historical issues in homeland security and its related fields. The collection includes material from a wide range variety of sources including federal, state and local governments; international governments and institutions; nonprofit organizations and private entities.
  • Policy & Strategy Section: direct access to key U.S. policy documents, presidential directives, national strategy documents, theses and research reports, major legislation, executive orders, GAO reports, and CRS reports.
  • Featured Topics: hand selected lists featuring documents relevant to current issues in homeland security.
  • Critical Releases: email alerts every two weeks highlighting resources expected to influence homeland security policy and strategy development.
  • Restricted Collection: sensitive materials collected from national, state and local fusion centers, threat analysis centers, and law enforcement organizations. Access to this section requires prior approval by HSDL staff.
  • HSDL Blog: On the Homefront a synopsis of the most recent reports and issues in homeland security. The blog also includes a calendar of upcoming conferences and events.
  • I3P Cyber Infrastructure Collection: a specialized collection created by the Institute for Information Infrastructure Protection (I3P) focusing on the fields of infrastructure protection and cyber security.
  • Theses and Research Reports: cutting edge homeland security related theses and research reports produced at the Naval Postgraduate School and the Center for Homeland Defense and Security.
